285970982a Add illumos OS tag
- Adds `illumos` to the `Target.Os.Tag` enum. A new function,
`isSolarish` has been added that returns true if the tag is either
Solaris or Illumos. This matches the naming convention found in Rust's
  `libc` crate[1].
- Add the tag wherever `.solaris` is being checked against.
- Check for the C pre-processor macro `__illumos__` in CMake to set the
proper target tuple. Illumos distros patch their compilers to have
this in the "built-in" set (verified with `echo | cc -dM -E -`).

Alternatively you could check the output of `uname -o`.

Right now, both Solaris and Illumos import from `c/solaris.zig`. In the
future it may be worth putting the shared ABI bits in a base file, and
mixing that in with specific `c/solaris.zig`/`c/illumos.zig` files.

19b219bc8a Fix windows.CreateSymbolicLink/ReadLink for non-relative paths
This fixes a few things:
- Previously, CreateSymbolicLink would always create a relative link if a `dir` was provided, but the relative-ness of a link should be determined by the target path, not the null-ness of the `dir`.
- Special handling is now done to symlink to 'rooted' paths correctly (they are treated as a relative link, which is different than how the xToPrefixedFileW functions treat them)
- ReadLink now correctly supports UNC paths via a new `ntToWin32Namespace` function which intends to be an analog of `RtlNtPathNameToDosPathName` (RtlNtPathNameToDosPathName is not used because it seems to heap allocate as it takes an RTL_UNICODE_STRING_BUFFER)

f26dda2117 all: migrate code to new cast builtin syntax
Most of this migration was performed automatically with `zig fmt`. There
were a few exceptions which I had to manually fix:

* `@alignCast` and `@addrSpaceCast` cannot be automatically rewritten
* `@truncate`'s fixup is incorrect for vectors
* Test cases are not formatted, and their error locations change

Prevent analysis of functions only referenced at comptime
The idea here is that there are two ways we can reference a function at runtime:

* Through a direct call, i.e. where the function is comptime-known
* Through a function pointer

This means we can easily perform a form of rudimentary escape analysis
on functions. If we ever see a `decl_ref` or `ref` of a function, we
have a function pointer, which could "leak" into runtime code, so we
emit the function; but for a plain `decl_val`, there's no need to.

This change means that `comptime { _ = f; }` no longer forces a function
to be emitted, which was used for some things (mainly tests). These use
sites have been replaced with `_ = &f;`, which still triggers analysis
of the function body, since you're taking a pointer to the function.

bb5006d728 std: add fchmodat
Also add `std.fs.has_executable_bit` for doing conditional compilation.

This adds the linux syscalls for chmod and fchmodat, as well as the
extern libc function declarations.

Only `fchmodat` is added to `std.os`, and it is not yet added to std.fs.

std: fix definition of SIG_IGN, SIG_DFL, etc.
POSIX specifies that the sa_handler field of the sigaction struct may
be set to SIG_IGN or SIG_DFL. However, the current constants in the
standard library use the function pointer signature corresponding to
the sa_sigaction field instead.

This may not cause issues in practice because the fields usually occupy
the same memory in a union, but this isn't required by POSIX and there
may be systems we do not yet support that do this differently.

Fixing this also makes the Zig interface less confusing to use after
reading the man page.

7b090df668 stdlib std.os: Improve wasi-libc parity for WASI CWD emulation
Two major changes here:
  1. We store the CWD as a simple `[]const u8` and lookup Preopens for
every absolute or CWD-referenced file operation, based on the
Preopen with the longest match (i.e. most specific path)
  2. Preorders are normalized to POSIX absolute paths at init time.
Behavior depends on the "cwd_root" parameter of `initPreopensWasi`:

`cwd_root` is used for any Preopens that start with "."

	  For example:
            "./foo/bar" - inits to -> "{cwd_root}/foo/bar"
            "foo/bar"   - inits to -> "/foo/bar"
	    "/foo/bar"  - inits to -> "/foo/bar"

`cwd_root` must be an absolute path.

Using "/" as `cwd_root` gives behavior similar to wasi-libc.

58f961f4cb stdlib: Add emulated CWD to std.os for WASI targets
This adds a special CWD file descriptor, AT.FDCWD (-2), to refer to the
current working directory. The `*at(...)` functions look for this and
resolve relative paths against the stored CWD. Absolute paths are
dynamically matched against the stored Preopens.

"os.initPreopensWasi()" must be called before std.os functions will
resolve relative or absolute paths correctly. This is asserted at
runtime.

Support has been added for: `open`, `rename`, `mkdir`, `rmdir`, `chdir`,
`fchdir`, `link`, `symlink`, `unlink`, `readlink`, `fstatat`, `access`,
and `faccessat`.

This also includes limited support for `getcwd()` and `realpath()`.
These return an error if the CWD does not correspond to a Preopen with
an absolute path. They also do not currently expand symlinks.

d7c770fb7f os: fix getrlimit/setrlimit test for MIPS
This test can fail due to a fix in musl for 32 bit MIPS, where musl changes limits greater than -1UL/2 to RLIM_INFINITY.
See http://git.musl-libc.org/cgit/musl/commit/src/misc/getrlimit.c?id=8258014fd1e34e942a549c88c7e022a00445c352

Depending on the system where the test is run getrlimit can return
RLIM_INFINITY for example if RLIMIT_MEMLOCK is bigger than ~2GiB.

If that happens, the setrlimit call will fail with PermissionDenied.

d29871977f remove redundant license headers from zig standard library
We already have a LICENSE file that covers the Zig Standard Library. We
no longer need to remind everyone that the license is MIT in every single
file.

Previously this was introduced to clarify the situation for a fork of
Zig that made Zig's LICENSE file harder to find, and replaced it with
their own license that required annual payments to their company.
However that fork now appears to be dead. So there is no need to
reinforce the copyright notice in every single file.
